Forms of Congressional Action

Joint Resolutions

Consideration by Committee

House Floor Consideration
Consideration of a measure by the full House can be a simple or very complex operation. In general a measure is ready for consideration by the full House after it has been reported by a committee. Under certain circumstances, it may be brought to the Floor directly.
The consideration of a measure may be governed by a "rule." A rule is itself a simple resolution, which must be passed by the House, that sets out the particulars of debate for a specific bill�how much time will allowed for debate, whether amendments can be offered, and other matters.
Debate time for a measure is normally divided between proponents and opponents. Each side yields time to those Members who wish to speak on the bill. When amendments are offered, these are also debated and voted upon. If the House is in session today, you can see a summary of Current House Floor Proceedings (http://clerk.house.gov/floorsummary/floor.html).
After all debate is concluded and amendments decided upon, the House is ready to vote on final passage. In some cases, a vote to "recommit" the bill to committee is requested. Resolving Differences
After a measure passes in the House, it goes to the Senate for consideration. A bill must pass both bodies in the same form before it can be presented to the President for signature into law.

This back-and-forth negotiation may occur on the House floor, with the House accepting or rejecting Senate amendments or complete Senate text. Often a conference committee will be appointed with both House and Senate members. This group will resolve the differences in committee and report the identical measure back to both bodies for a vote. Conference committees also issue reports outlining the final version of the bill.
Final Step
Votes on final passage, as well as all other votes in the House, may be taken by the electronic voting system which registers each individual Member's response. These votes are referred to as Yea/Nay votes or recorded votes, and are available in House Votes by Bill number, roll call vote number or words describing the reason for the vote.
Votes in the House may also be by voice vote, and no record of individual responses is available.

i am waiting for my priority date to become current to file for I-485. But it looks it'll take forever, as evident from May 09 visa bulletin, in which the visa dates are unavailable for EB3 India category. Do you know why dates are retrogressing or stagnant in bulletins after bulletins.
I have another question. My birth certificate is in an Indian language which was issued from the panchayat office where I was born. I want to know if that can be translated to English right here in US for I-485 application. Can somebody else who is not related to me write the translation in English and then get it notarized? If this is the case, then I don't have to go to India or get it done from there from the panchayat office, because this may take a long time. If anyone had tackled issues such as this, please share.

I have a approved I140 from my current employer with prority date of may 2006. I had applied a labor long time back in Jan 2004 with another employer. This labor is approved now. Can I apply another I140 with the old empoyer without revoking the one that I have with the current employer as I want to stay with the current employer till I get the new I140 approved? Will applying the I140 with the old affect my current I140 approval.

It can be done in Swift 3D. First, create a box. Then create a pyramid shape and place it above the box. Color the pyramid red and the box a white or brown. You now have a house. My wife is going for h1b stamping in Chennai on Jan 17th. She converted from H4 to H1 and and is doing her first year residency in a community hospital in New York. We have all required documentation. Letter from Hosp, 797, 129, LCA, offer letter, ECFMG certification, USMLE transcripts, degree, school transcripts.
In addition, I am asking her to take utility bills and bank certificates and paystubs.
As she was in h4 for 2 years, would the VO be asking her for my stuff like, my w2s, my paystubs etc????
Has anyone gone through this? Any specific questions related to residency? Does she need to take information about the hospital like brochures, etc.... does a visa interview for a Physician focus on the hospital and its operations????

I am currently a H1B visa holder engaged to a US citizen. We are planning on going to India soon for the formal engagement ceremony and getting married early next year.
I had two points of concern:
1. Upon returning after the engagement, I will still be on H1B (since the wedding is going to be a bit more than 90 days after the official engagement so the K1 visa is not an option), will this cause issues at port of entry?
2. After marriage, we plan to go abroad for our honeymoon (we likely won't have time to file anything with immigration before our return): how should I proceed upon reentry then or is this even advisable since I'll be returning on an H1 but be married to a US citizen?
Any advice would be greatly appreciated, thanks.

I'm not on a good relationship with my company at the moment, and even if they granted my vacation, I'm afraid they might cancel my H1-B visa while I'm on a vacation overseas.
If they do, would I be not able to come back into US, or would they at least give me a few days to pack up my stuff?
Any advice and comments would be appreciated.
